Amit Bhalla

Amit Bhalla is the Vice President Tax & Customs APAC for Schneider Electric based in Singapore.  In his role, he is responsible for the tax & customs affairs for China, Japan, India, Australia and North/South-East Asia.  He manages a team of 30 professionals spread across the region.
Amit began his tax career 21 years ago in India with Arthur Andersen.  He moved from consulting to industry 13 years ago and has previously worked for Huawei Technologies, Cisco Systems & Nortel Networks.  During his career, he has lived and worked in India, China, UK and Singapore.
Amit is a fellow member of the Institute of Chartered Accountants of India and a commerce graduate from SRCC, University of Delhi. 

Randall Fox

Randall Fox provides technical assistance on transfer pricing and APA matters to World Bank Group member countries around the world. He has developed and executed on-the-ground capacity building workshops on technical transfer pricing and APA matters in numerous countries. He has also assisted with the drafting of transfer pricing guidelines and APA procedures, and is currently helping establish several APA programs around the world.
Before joining the World Bank Group, Fox was an APMA team leader with the IRS who resolved MAP and APA cases with numerous countries, and was responsible for coordinating all cases between the US and Switzerland. He has also spent time in the private sector with both Duff & Phelps and Ernst & Young, focusing on transfer pricing.

Jocelyn Lam

Jocelyn is an executive director in the tax department of Goldman Sachs (Asia).  She is the in-house tax adviser advising and supporting all business divisions of Goldman Sachs on Greater China and Korean tax matters.  Before joining the firm in 2004, she worked at KPMG in their Vancouver and Hong Kong offices advising a broad range of clients in the financial services sector on international tax issues involving Canada, the US and the Asia Pacific region. 
Jocelyn is a chartered accountant with the Institute of Chartered Accountants of British Columbia and certified public accountant with the American Institute of Certified Public Accountant.  She is a graduate of the University of British Columbia (BCom (Hons) and MBA) in Canada. She is a member of the Capital Market Tax Committee of Asia, a financial services industry body consisting of banks, securities firms and other diversified financial services institutions operating in Asia that actively participates in liaison and advocacy of fiscal matters affecting the banking and securities businesses.  She won International Tax Review Editor’s Choice In-house Award category of the Asian Women in Business Awards in 2011.

GE India Amit Rana, a chartered accountant, is responsible for direct / indirect taxes for multiple GE businesses in India including GE Aviation and GE Capital. This comprises all tax planning, compliance, controllership, tax office /court litigation, M&A and tax-related customer negotiations. The responsibilities also extend to advocating and protecting GE India's interest in evolving tax policy through chambers, industry bodies and direct government interface.

Amongst his recent large initiatives, he managed the tax structuring of the sale of GE Capital India's mortgage business to Magma in 2013, and on behalf of GE, is spearheading the Genpact sale litigation with the Indian tax authorities. He has written technical papers on international tax and has worked for GE in India since February 2007. Before this he had roles at BMR & Associates, EY and Arthur Andersen.

Indian Revenue Service, Government of India Poonam Khaira Sidhu is a career bureaucrat with over 28 years of professional experience in the field of tax law, acquired as an officer in the national tax administration of India.
As Director International Tax in New Delhi 2011-2013, she has advocated before the ITAT (Income tax Apellate Tribunal), and AAR (Authority for Advanced Rulings), prepared Memorandums and supported Departmental Standing Counsels in a broad sweep of international tax cases. She has served on and issued over a 100 rulings of international taxation and transfer pricing disputes as a Member of the 3 Member Tax Dispute Resolution Panel (DRP-1). She led the audit and supervised the drafting of orders on several high revenue cases including the Nokia case.
Apart from her grounding in the Indian Tax regime, she has had an exposure to the US and UK tax administrations and legal systems having done a Sabbatical Attachment with the UK IRS, in their Manchester Parkway Offices and having completed a Masters degree in Law from the University of Michigan in 2014 with a specialization in tax law.

Before Singapore, Umang was part of the KPMG India - M&A Tax & Regulatory team for nine years. He is on long-term secondment with KPMG Singapore as India Tax desk.

KPMG Meijburg & Co Vinod Kalloe has a wide knowledge of EU tax strategies, lobbying with central governments and stakeholders. He is also actively engaged in business development at a national and international level in close cooperation with the KPMG international network, central and local governments and international organisations, such as the EU, OECD, ASEAN and UN.

Vinod is translating all current developments on aggressive tax avoidance into valuable risk and opportunities analyses for multinational companies. These risks and opportunities include all intended and expected unilateral and multilateral (EU/OECD) measures that may impact existing and future tax planning and transfer pricing policy and also includes tax reputation risk management in the context of the current public tax debate.

Before joining KPMG, Vinod was a senior policy adviser with the European Commission in Brussels (2004-2009) and a senior policy adviser on international and EU taxation with the Dutch Ministry of Finance (1998-2004), which included a year's secondment to the UK Treasury in London (2001).

Vinod has masters degrees in tax law and political science from the University of Amsterdam.

Eugene Lim

Michelin Polly Mak has been a tax director for various multinational companies (MNCs) in Asia Pacific for the past 12 years, with experience covering various subjects such as transfer pricing, dispute resolution and value chain restructuring, and model defence.  Her industry experience includes automotive, fast-moving consumer good (FMCG) and high technology. Before Asia, she practised in the US for more than a decade and still holds an active certified public accountant's  licence from California.

Balaji Balasubramanian

Balaji Balasubramanian is an international tax specialist who has worked in India, Middle East and now Singapore. For more than a decade he has advised on inbound/ outbound investments, renewable & conventional energy projects, tax litigation, tax forensics and audits. In his current role, he is the global tax lead for financial markets - fixed income products at Standard Chartered Bank. In addition to advising on global rules such as the Foreign Account Tax Compliance Act, he advises business on tax developments in Asia, Africa and the Middle East. Balaji is also the co-chairman of the India sub-committee of the Capital Markets Tax Committee of Asia.

Tim Wach

Tim Wach is managing director of Taxand. He works across all of Taxand ensuring an enhanced and seamless cross-border service, with knowledge sharing and best practice at heart to deliver first-class services to multinational clients.

Tim assumed the position after a career of more than 25 years at Gowling Lafleur Henderson, which is exclusively Taxand Canada, where he specialised in M&A, financings and international tax with focus on the private equity and energy sectors.

Tim also has extensive experience in government relations and tax policy, having twice served in the Tax Policy Branch of the Canadian Department of Finance in Ottawa, most recently as director of legislative development and chief legislative counsel. In that role Tim chaired the Interdepartmental Legislation Review Committee, the committee responsible for the preparation of Canada's federal income tax legislation for submission to Parliament.  He also appeared regularly as a witness on behalf of the Department of Finance before the House of Commons Standing Committee on Finance and the Senate Standing Committee on National Finance when those committees considered tax policy matters.

Christopher Xing

KPMG Chris Xing is a tax partner specialising in China tax and international tax. He is currently stationed in  the KPMG Hong Kong office. 

A large number of international and PRC domestic clients have sought Chris’s assistance with transaction structuring and devising tax effective strategies for implementing PRC business operations and arrangements, including tax effective profit repatriation and investment exits.

He has extensive experience in advising on M&A and has led a large number of tax due diligence projects involving the acquisition of PRC companies in various industry sectors, including financial services, manufacturing, consumer markets, media and real estate

Chris is a regular speaker and writer on tax matters. Lachlan Wolfers

KPMG China Lachlan Wolfers is the leader of KPMG’s centre of excellence for indirect taxes in China. Before that, he was the leader of KPMG’s indirect taxes and tax controversy practices in Australia. He is a member of the network’s global leadership team for indirect taxes, and its regional leader for indirect taxes.
Lachlan is regularly invited to advise the Ministry of Finance and the State Administration of Taxation in relation to the VAT reform programme, as well as other tax reform initiatives such as the introduction of a system of advance rulings. He holds a masters of taxation with first class honours, as well as combined economics and law degrees, also with honours, all from
the University of Sydney.
Lachlan has also co-written the leading textbook on capital gains tax in Australia, as well as writing chapters for textbooks on income tax and GST. He is a regular presenter and media commentator on tax issues, both in China and previously in Australia.

Abhishek is a chartered accountant and has more than 13 years of professional experience in the field of indirect taxation. Before relocating back to Singapore, Abhishek worked for Big 4 firms in India where he was assisting multinational clients on a range of tax issues across compliance, litigation, structuring M&A deals. He has also led the national VAT compliance practice and has supported development/leveraging of tax technology solutions.
Abhishek has been a regular speaker at various tax/industry/educational forums and has authored articles in newspapers & magazines, including International Tax Review. Abhishek has also conducted in-house/external training on VAT/GST.

Subhankar Sinha

Siemens India Subhankar Sinha is currently working with Siemens India as a senior vice-president and head of tax for South Asia. He is responsible for direct and indirect tax matters of all Siemens group companies in the region.He manages a team of 85 people and is a member of the leadership team of Siemens South Asia.
Earlier Subhankar served PwC India for nearly 23 years, including 15 years as a partner. His expertise lies in the areas of tax optimisation, structuring transactions & instruments, inbound & outbound investments and litigation support.
He has presented papers in seminars organised by International Fiscal Association and International Bar Association in India and abroad and has contributed articles on Indian taxation to several international tax journals.

Tony Chan

His tax career started with PwC Malaysia (1997 to 2000) and then KPMG Malaysia / Singapore (2000 to 2006). He served Standard Chartered Bank Singapore Branch as the Tax Manager in 2007 before moving to Global Industries Asia Pacific, Singapore (2008 to 2009) as the Asia Pacific Tax Manager. He subsequently moved to Schlumberger in 2010 as the Segment Tax Manager for Asia and in 2013, he was the Deputy General Manager - International Tax and Planning with SapuraKencana.

During his term as Tax Leader, amongst his Direct Tax responsibilities, Gurdeep was the Subject Matter Expert and responsible for implementing GST into Intel Malaysia across a complex multi-billion dollar manufacturing and Shared Service where Finance staff exceeded 300 professionals located in Penang Malaysia. This project took 2 years to complete and involved a diverse team within Intel Malaysia.

Gurdeep has worked predominantly within the Big 4 globally in Corporate and International Tax and has had extensive GST & VAT experience within various jurisdictions in ASEAN including Singapore, Thailand, Indonesia and now Malaysia.

Lorraine is a partner of China Tax and Business Advisory Services of EY. She joined EY’s Hong Kong office in 1998 where she specialized in HK tax. In 2004, she was awarded the British Chevening Scholarship by the Foreign and Commonwealth Office to further her MBA studies at Imperial College, London. After returning from the UK, she stationed in China and became a resident executive.

Lorraine has extensive compliance and consulting experiences in both Hong Kong and China tax. Michael Nixon

Sung Hyun RYOO joined Lee & Ko in 2012 and has been working as a tax specialist based on his work experience and knowledge gained from his years at the National Tax Service (NTS) as a deputy director. While at the NTS, he not only handled tax litigation but also served as a member of the Taxation Dispute Review and Council Committee as well as the Joint Review Working-level Committee where he specialised in tax appeal matters such as claims for judgment on propriety before tax, objections, claims for review and claims for trial.
His major litigation cases have included the evasion of VAT involving gold bars and the cancellation of general income tax on yen swaps.
